The Alagang Valenzuelano initiative of Valenzuela City is in place to ensure the wellbeing of every Pamilyang Valenzuelano in every situation
There are different projects under this initiative, such as the food voucher and food pack distribution during the Enhanced Community Quarantine period, the distribution of care bags to children with disabilities, the Enhanced K to 6 Citywide Feeding Program, and the Disaster Relief Pack distribution in times of calamity.
Medical Missions with various services are also being held regularly for Pamilyang Valenzuelano.
Valenzuela City also has 3 halfway homes that provide homecare assistance to the most vulnerable residents such as the neglected and abused children and seniors.
Bahay Kalinga is a temporary home for marginalized people and those abused and neglected women and kids, established to take care of them and assist them start a new life
Bahay Pag-asa is a halfway home for juveniles and children in conflict with the law that does not only takes them in but also prepares them to once again live with the society.
Bahay Kanlungan is a halfway home for the neglected, abandoned, and destitute elderly people where they are well-taken care of.

The Child Protection Center
The Child Protection Center was established in 2017 to be in the forefront of tertiary prevention against children who are victims of abuse or at high risk of being abused. It is a 24/7 community-based child-friendly facility manned by a Multidisciplinary Team (MDT) composed of Women & Children Protection Specialists—medical doctors, police, psychometrician and registered social workers—to provide comprehensive medical, psychosocial, and legal services to abused children, children at risk, children in conflict with the law, and other children with varying needs to ensure that the children are safe, physically and psychologically healthy, and are continuing their education in school.

In November 2024, the Child Protection Center, together with the City’s Child Protection Policy, won as an Outstanding Local Governance Program at the 2024 Galing Pook Awards, recognizing the City Government’s excellence and innovation in implementing initiatives and solutions for its community.

The welfare of Pamilyang Valenzuelano is the prime concern in Valenzuela City, and this is why the city makes sure that the most important health services are being provided to its constituents. Aside from this, other initiatives like the “Bertong Sipilyo," a campaign to teach the proper brushing of teeth, and the training of barangay health workers to give them Technical Education and Skills Development Authority (TESDA) NCII certificates are also being performed.
The Valenzuela City Emergency Hospital (VCEH) will also be greatly improved with the
soon-to-be-built VCEH Multi-Level Parking Building, the VCEH Annex Building, and the rehabilitation of the Main Building.

Valenzuela City cares for every member of the Pamilyang Valenzuelano.
Through the Persons with Disability Affairs Office (PDAO), the City of Valenzuela ensures inclusivity for Persons with Disability (PWD) and that they are provided with their needs.
To avail of the city’s services for PWDs, they must have their PWD Identification Card (PWD ID). Just get in touch with PDAO by going to their office on the ground floor of the Valenzuela City Hall or by calling 8352-1000
